Most importers assume they must choose one. In practice the answer is both, applied to different features.
Sampling inspection follows ISO 2859-1 (widely used in its ANSI/ASQ Z1.4 form in North America). 1. Agree a written specification and a golden sample. Every dimension, micron value, colour reference, and closure requirement should exist in writing, with a physical approved sample kept by both sides. An order that exists only as a product photo is an order you cannot police.
